Municipal Consultation Filing Process
Involving the public and municipal leaders throughout the proposed Project is an important part of the planning process. For an electric transmission line project, such as the Interstate Reliability Project, the Municipal Consultation phase is the first step in the siting review process, as defined by the Connecticut state statutes. The statutes require that an applicant for a new electric transmission line provide certain information on the proposed project to Connecticut municipal officials in communities affected by the proposed transmission routes, and to seek recommendations from each town before the filing of an application. Municipal Consultation Filing
The original Municipal Consultation Filing (MCF) was filed with affected towns on August 19, 2008. The MCF provides information concerning the public need, site selection process and environmental effects of the proposed project. View the 2008 MCF.
The MCF is the official start to the Connecticut Siting Council's (CSC) siting application process and is required by statute. The purpose of the MCF is to solicit community input on the proposed Project.
In order to facilitate the MCF process, CL&P offers to meet with the chief elected and other officials of the affected municipalities to explain the Project and provide information on the proposed Project route, including the route selection process and the environmental effects.
Supplemental Municipal Consultation Filing (2011)
On July 19, 2011, CL&P submitted its Supplemental Municipal Consultation (MCF) to the affected towns. The Supplemental MCF is an updated comprehensive document that describes the proposed Project. It provides maps, design drawings, associated environmental reports, analyses of alternative routes and estimated Project schedule.

CL&P hosted Public Open Houses to allow local residents, businesses, municipal officials and other interested stakeholders to provide comments on its Project proposal. Copies of the Supplemental MCF and comment cards were also placed in local libraries of affected towns and on this Project website. All comments received by CL&P were forwarded directly to the CSC and town officials and then became part of the siting process.

Supplemental Municipal Consultation Filing Comments
Residents were given the opportunity to submit comments to CL&P – at Open Houses (see schedule below), through library comment cards, on-line or a letter to a town official – all written comments were filed with the Connecticut Siting Council and provided to local town officials.
Open Houses
During this Supplemental Municipal Consultation period, CL&P scheduled "open houses" in local municipalities that give residents an opportunity to ask questions and discuss their concerns about the project with subject matter experts from CL&P.
