Over a period of a few years, state regulators, ISO-NE, NEPOOL (New England Power Pool), and other interested stakeholders negotiated an objective, cost allocation mechanism for transmission infrastructure upgrades. The mechanism is custom designed for New England's tightly interconnected and dynamic transmission system, and reflects New-England-wide cost support for transmission upgrades that provide regional benefits and local cost support for upgrades that provide only local benefits. New England's cost allocation mechanism is administered by ISO-NE.
The "12-C Application," as it is called, is the sponsoring utility's application to ISO-NE for cost support of the utility's proposed transmission project. It is a comprehensive document that includes all of the pertinent details of the project, including technical analyses, benefits, and costs of the upgrade. After a thorough review of the Application and open discussion with all interested stakeholders, ISO-NE determines the appropriate level and type -- regional, local, or combination -- of cost recovery allowed for the sponsoring utility.
