Project Application
On May 21, 2004, the Connecticut Light & Power Company (CL&P) filed with the Connecticut Siting Council an Application for a Certificate of Environmental Compatibility and Public Need ("Certificate") for the construction of new 115-kilovolt (kV) underground electric transmission lines between Stamford and Norwalk, as well as for construction of associated equipment within the existing boundaries of the Norwalk and Glenbrook substations.
The filing consists of 3 volumes. Please note that volumes which contain photographs are quite large and may take a considerable amount of time to download if you are using a 28K or 56K modem.
Volume 1 (5.4 MB) includes the Executive Summary, System Alternatives, Technical Descriptions of Proposed and Alternative Facilities as well as Potential Environmental Effects and Mitigation Measures.
Volume 2 (42.0 MB) includes a Feasibility Analysis of the Existing Transmission Line Right of Way Alternatives, a Traffic Management Study, an Inventory of Potential Breeding Bird Species and Habitats, and a report on Electric and Magnetic Fields (EMF).

Public Involvement
Involving the public throughout the project is an important part of the planning process. For the Glenbrook Cables Project, or any large infrastructure project, the Development and Management (D&M) phase is the next step in the review process, as defined by Connecticut state statute. It requires discussions with municipal officials from communities impacted by the transmission routes.
As part of the Municipal Consultation process, municipalities can hold "open houses" and public meetings where residents have an opportunity to discuss their concerns with subject experts from CL&P.
In addition to participating in public meetings, community members have many opportunities to gain information on the project and voice a position through the Connecticut Siting Council .
