Project Summary
The Manchester to Meekville Junction Project in Manchester, Connecticut, consists of constructing a new 345-kilovolt (kV) transmission line on steel monopoles from the Manchester Substation to the Meekville Junction, reconfiguring the 345-kV line currently existing on double-circuit lattice towers, making changes to an existing line at each end of the project route, and modifying the Manchester Substation. All line work will take place on an existing CL&P right-of-way between existing lines.

Manchester - Construction ActivityCLEARING - Crews will be clearing the right-of-way north of Tolland Turnpike and on the Hockanum River Area hiking trails on the south side of Middle Turnpike West. INSTALLATION OF ACCESS ROADS & CONSTRUCTION MATS - Crews will be installing access roads and construction mats on the right-of-way on the south side of Olcott Street and north of Tolland Turnpike. INSTALLATION OF FOUNDATIONS – Crews will be installing foundations on the right-of-way north and south of Olcott Street; on the Hockanum River Area hiking trails on the south side of Middle Turnpike West; and between the north side of Middle Turnpike West and the I-84 On Ramp. RELOCATION OF DISTRIBUTION POLES – Crews will relocate distribution poles and lines between Middle Turnpike West and the I-84 On Ramp.

Please note that these construction updates are subject to change without notice and that there may be occasions where unusual circumstances will require construction activities beyond normal work hours. When this occurs, every effort will be made to update this site with that information.

Typical Work Hours
As directed by the Connecticut Siting Council (CSC), construction work hours are permitted 10 hours per day, between the hours of 7 a.m. and 9 p.m., Monday through Saturday.
Work Activities Around the Hockanum River Trail System
During construction, CL&P will work closely with the Hockanum River Linear Park Committee to minimize impacts to the trail system.
During active construction in or around the park area, some trails will need to be temporarily closed to ensure public safety. Trail closings will be posted. Temporary signage will be installed to alert hikers of closed trails and trails will be periodically monitored during construction at trail crossings. Affected trails will be restored at the completion of construction. CL&P regrets any inconvenience this may cause.

Communications & Public Outreach
Beginning with the Municipal Consultation and community outreach efforts related to the Manchester to Meekville Junction Project, CL&P has made a concerted effort to engage town officials, residents, businesses and other stakeholders to inform, answer questions and listen to concerns about the project.
As work proceeds into and throughout construction, we will continue these outreach efforts.

Connecticut Siting Council – Project Approval
On July 20, 2010, the Connecticut Siting Council (CSC) voted to approve the Manchester to Meekville Junction Project by granting the Certificate of Environmental Compatibility and Public Need. The vote followed a process that included a public comment session, field review and evidentiary hearings on CL&P's application. The project is designed to comply with mandatory federal and regional reliability standards.

Development and Management (D&M) Plan
As part of the Connecticut siting process, CL&P prepared a construction plan for the Manchester to Meekville Junction Project, called a Development and Management (D&M) Plan, written in accordance with the CSC regulations and the Decision and Order. CL&P filed this plan with the CSC on December 10, 2010, and the plan was approved by the CSC, with conditions, on January 20, 2011.
The D&M Plan provides the construction details for the project, including transmission line additions, modifications and relocations, as well as additions to the Manchester Substation.
Prior to submitting the D&M Plan to the CSC, CL&P presented a draft version of the plan for public review and comment on September 7, 2010. CL&P revised the draft D&M Plan to address applicable comments received. As the project progresses, CL&P will continue to work with residents to address their questions or concerns about the project.
