On October 20, 2008, The Connecticut Light & Power Company (CL&P) applied to the Connecticut Siting Council for Certificates of Environmental Compatibility and Public Need for the construction of the Connecticut portion of the Greater Springfield Reliability Project (GSRP) and the construction of the Manchester to Meekville Circuit Separation Project. The next stage in the approval of the Greater Springfield Reliability Project is under the authority of the Connecticut Siting Council. The Siting Council process includes public meetings and hearings, through which community members have opportunities to learn about the project and voice comments or concerns they may have.

Prior to filing the application with the Connecticut Siting Council, CL&P filed its Municipal Consultation Filing (MCF) with affected towns on June 16, 2008. The MCF provided information concerning the need for the project, site selection process and potential environmental effects of the proposed project. In addition, CL&P held "open houses" in local municipalities during the Municipal Consultation period, which ended in September 2008. Open houses were held in Suffield, East Granby and Enfield (an alternate route town) providing residents with the opportunity to ask questions and discuss their concerns about the project with subject experts from CL&P. The following is an archive of the MCF documents.
