Connecticut Siting Council Filing
On October 20, 2008, The Connecticut Light & Power Company (CL&P) applied to the Connecticut Siting Council for Certificates of Environmental Compatibility and Public Need for the construction of the Connecticut portion of the Greater Springfield Reliability Project (GSRP) and the construction of the Manchester to Meekville Circuit Separation Project. The Siting Council has issued the docket number 370 for this filing.
The Connecticut portion of the Greater Springfield Reliability Project consists of a proposed new 345-kilovolt overhead electric transmission line extending from CL&P’s North Bloomfield Substation in Bloomfield, Connecticut, to the Connecticut/Massachusetts state border between Suffield, Connecticut, and Agawam, Massachusetts, and the addition of equipment to the North Bloomfield Substation.
The Manchester to Meekville Circuit Separation Project proposes the separation of two circuits currently supported by a line of common support structures, so that each will be supported by its own line of structures. This work would take place between CL&P’s Manchester Substation and Meekville Junction (both in Manchester). Collectively, the projects are sometimes referred to as the "Connecticut Valley Electric Transmission Reliability Projects." The filing consists of 11 volumes. Please note that volumes that contain photographs are quite large and may take a considerable amount of time to download if you are using a 28K or 56K modem.
Public Meetings/Hearings
The next stage in the approval of the Greater Springfield Reliability Project (described above) is under the authority of the Connecticut Siting Council. The Siting Council process includes public meetings and hearings, through which community members have opportunities to learn about the project and voice comments or concerns they may have.
See your town's Web site, local newspaper or town officials for local public meeting/hearing schedules. You may also check the Siting Council’s web site at http://www.ct.gov/csc.
Open Houses
As part of the community outreach process, CL&P held "open houses" in local municipalities during the Municipal Consultation period ending in September 2008. Open houses were held in Suffield, East Granby and Enfield (an alternate route town) providing residents with the opportunity to ask questions and discuss their concerns about the project with subject experts from CL&P.
View a brief video [548kbps, 3 mins.] showing a typical NEEWS open house and the wealth of information shared with residents through one-on-one demonstrations, kiosks, route locators, video presentations, brochures and other hand-outs.
You still have opportunities to learn about the project and provide feedback through public meetings and hearings which are a part of the Connecticut Siting Council process (see above).
