Construction Open Houses
WMECo hosted a series of "construction open houses" for the public to learn more about the construction process for the Greater Springfield Reliability Project. Local residents, businesses, municipal officials and other interested persons were invited to attend any one of the four open houses that were held in November 2010 (see open house session listing below).
At the open houses, project representatives discussed construction activities and responded to questions and concerns residents and others had about the process. The open houses are part of WMECo's ongoing commitment to keep customers informed about the company's work in the community.

Massachusetts Energy Facilities Siting Board Final Decision
On September 28, 2010, the Energy Facilities Siting Board (EFSB) approved, subject to conditions, Western Massachusetts Electric Company's (WMECo) petition to construct the Greater Springfield Reliability Project, a transmission upgrade project that is part of the New England East-West Solution (NEEWS). The project is designed to improve the region's electric transmission grid, meet mandatory reliability standards, and allow power to move more freely around the greater Springfield and north-central Connecticut area.
The Decision followed a process that included a series of EFSB evidentiary hearings held from November 2009 through February 2010, as well as three public comment hearings in 2009. The regulatory process also involved Massachusetts Department of Public Utilities Petitions and a number of environmental filings.
The Final Decision approves construction of 23 miles of new 345-kilovolt (kV) transmission line in Massachusetts, building certain new 115-kV lines, reconductoring existing 115-kV lines, adding two new switching stations and making substation improvements. The Massachusetts portion of the Greater Springfield Reliability Project will pass through Agawam, Chicopee, Ludlow, Springfield and West Springfield. The project also includes 12 miles of new 345-kV lines in Connecticut. The Connecticut portion received siting approval from the Connecticut Siting Council in March 2010.

Development & Management (D&M) Plans - Massachusetts
Construction plans, called Development & Management Plans (D&M Plans), provide the general scope of work for the Project. D&M Plans are one of the many tools used to ensure compliance with the Project’s regulatory requirements and maintain commitments made to the community. Construction contractors must comply with all regulatory requirements and commitments applicable to the Project.
The D&M maps posted below provide the Project highlights for the Massachusetts portion of the Greater Springfield Reliability Project (GSRP).
This D&M information has been provided for reference only and is subject to change as the Project progresses through the construction process.
